#2 of 11 in AI coding assistants

Cline ranks #2 of 11 in AI coding assistants, with an Alt Score of 91. It is licensed under Apache-2.0, open source with paid hosting from $9.99/mo and available on Windows, macOS and Linux. 10 of 10 checklist rows are verified against a public source.

Cline is an open-source AI agent that plugs into VS Code and JetBrains, giving models full terminal access, file editing, and browser automation via Playwright under a human-in-the-loop Plan/Act workflow. It is BYOK, so it works with Anthropic, OpenAI, or local models through Ollama/LM Studio, with no subscription required beyond API costs. Over 60,000 GitHub stars and it is the reference point most other open-source coding agents (Roo Code, Kilo Code) are forked from or benchmarked against.

Who it's for

Cline is aimed at software developers who want an AI agent embedded in their editor and terminal, ranging from individual engineers doing casual prototyping to enterprise teams working on large, security-sensitive codebases.

What you get

Cline provides an agentic coding assistant available as a VS Code extension, JetBrains plugin, terminal CLI, web-based Kanban task board, and an SDK for building custom agents. It can read and write files across a project, run terminal commands, browse the web, and connect to any model provider (frontier cloud models, OpenRouter, Bedrock/Vertex, or local runtimes like Ollama and LM Studio), with every file edit and command requiring explicit user approval.

How it works

Users describe a task in natural language in Plan mode, where Cline explores the codebase by reading files and following imports (rather than building a vector index) and proposes an approach; switching to Act mode lets it make the actual file edits and run terminal commands, each shown as a reviewable diff or approval prompt, with automatic checkpoints for rolling back changes. Model access is billed either through the user's own API keys, Cline's pay-as-you-go hosted credits, or a flat-rate ClinePass subscription.
