OpenTofu is an open-source infrastructure-as-code tool stewarded by the Linux Foundation, created as a fork of Terraform after HashiCorp relicensed Terraform under the BUSL. It is licensed under the Mozilla Public License 2.0, uses the same HCL-based configuration language as Terraform, and works as a drop-in replacement with a large ecosystem of providers and modules. Unlike upstream Terraform's OSS releases, OpenTofu also ships built-in state and plan encryption at rest.
